The High Council serves as the Covenant's supreme legislative and deliberative institution, responsible for examining matters of governance, addressing internal concerns and establishing laws. Through formal discussion and collective judgement, the Council exercises its legislative authority to preserve order, stability and the interests of the Covenant.
